Dave has over 20 years of Project Controls experience – Enterprise Planning & Controls in transit equipment manufacturing, environmental remediation, and aerospace industries. He has more than 10 years of project management experience, control and communication project budget, scope, schedule, progress, and risk in multiple large, complex, concurrent projects.

Dave also has advanced expertise in project reporting, work breakdown structures, control plans, progress reports, financial summaries, value engineering, forecast, cost control, and performance analyses. He is well versed in development of proposals, budgets, earned value systems, scopes and schedules.

Selected Project Experience
  • Project planning and controls consultant for $1 billion high speed rail and multi-state locomotive procurement projects and regional IMS schedule process improvement projects.

  • Program planning and project controls consultant – supported development of IMS and detail schedules for the NavAir Division.

  • Developed IMS and detail CPM schedules for Assembly Integration and Test, Electrical Power Systems, Avionics, Flight S/W, GNC, and Ground Support IPTs in support of NASA CCtCAP effort. Schedules and reports used by senior management for NASA presentations and program decisions.

  • Project scheduler for pilot build of Houston Metro LRV and liaison to corporate offices in Spain, provided client and senior management reporting. Updated IMS, tracked progress, analyzed schedule variance and labor cost, supported production process flow improvement, and conducted quality controls analyses.

  • Provided project controls for water reservoir project, including financial analyses of materials procurement, labor, resource risk evaluation, contract issue investigation, variance analyses, and field progress performance reporting.

  • EPC planner for fast-track build of standard and narrow gage locomotives. Delivered detailed assessments of consultant contract performance for better expense planning. Developed earned value procedures, metrics, and cost and schedule variance reporting system was recognized by client as a best practice.

  • As Director of PMO, led production planning and project management for timely, profitable delivery of up to $25 million in passenger, commuter, and DMU railcars annually. Reported to SVP of Manufacturing and worked closely with SVP Engineering and VPS of Operations, Finance and Marketing.
