Delta’s Client had contracted to provide engineering, procurement and construction services on a refinery in Qatar.  While performing its engineering design services our client suffered very significant budget overruns in most of the engineering disciplines.  The client believed the overruns were a result of continuous changes made by the owner during the design process but needed help providing the owner proof and quantification of the impact.
 
Delta and our client recognized that a project specific “Measured Mile or Baseline” analysis would be the best approach, but also knew that such a methodology had not been applied to design inefficiencies.  Delta worked closely with our client’s design team to identify unique design deliverables within the relevant disciplines and calculated productivity rates for those deliverables.  Then through detailed research of the design evolution, Delta was able to segregate impacted deliverables from relatively un-impacted deliverables and assembled compelling proof of the owner’s impact.  The quantification of inefficient design hours came as a result of comparing productivity rates for relatively un-impacted design to the design effort for impacted work.
 
This ground-breaking use of project specific productivity analysis on engineering design effort was instrumental in allowing our client to offer proof of its damage and lead to a successful settlement of the dispute.
