Jeff Fuchs has construction contracting and consulting expertise based on over 27 years of experience in the engineering and construction industries.  His expertise includes construction management and project oversight; analysis and resolution of contract disputes, including delay analyses, damage calculations, and productivity impacts; forensic engineering and accounting; litigation support and expert witness testimony; project and corporate cost accounting; and property cost segregation studies.  Jeff’s prior experience includes positions as Area Director for Ernst & Young’s Construction Industry Consulting Services for the Mid-Atlantic region; Vice President of Operations for a commercial construction company; Director of Environmental and Contract Management for a large government agency; and Project Engineer for a large general contractor.  Jeff has the proven demonstrated ability to quickly assess problems encountered by owners, developers, contractors, engineers and government and financial institutions based on involvement with numerous, diverse projects totaling billions of dollars.

Selected Project Experience
  • Acted as sole arbitrator for multiple disputes between Midwestern State DOT and highway contractors/subcontractors.
  • Provided analysis and presentation of $30 million of damages for a top ten contractor resulting in favorable recovery in Latin America.
  • Prepared detailed forensic accounting expert report for class action securities litigation involving GAAP and GAAS issues.
  • Performed numerous forensic accounting assignments involving government contracts, fraud allegations, and analysis of cost overruns.
  • Provide analysis to refute $18 million budget overrun on a $60 million Superfund site project.
  • Provide analysis and developed damage calculations resulting in over $8.5 million of recovery on a railway construction project.
  • Assisted a large international highway contractor in scheduling a $50 million interstate highway project. The schedule was later used to recover over $5 million in additional costs.
  • Provided project management on a large riverboat gaming operation.
  • Provided project management on a $500 million hospital renovation project.
  • Assisted and advised unsecured creditors committee in evaluating the financial strength of a $200 million construction company.
