Tong Zhao, Ph.D., P.E. and J. Mark Dungan, presented their paper, “Proving Engineering Productivity Loss,” at the annual Association for the Advancement of Cost Engineering International (“AACEi”) meeting July 8-11, 2012. Their paper presents a series of procedures based on the measured mile/baseline method to quantify engineering productivity loss from a project specific perspective. A case study on the piping discipline in a large scale process plant project is used to illustrate the calculation. The paper also includes a proposed approach, the Two Mile Method, to quantify engineering productivity loss using data for similar work but different complexity. To view the pdf click here.

Charles Heckman, PE joins Delta as a Senior Manager in our Orland Metropolitan area office. He has over twenty years of experience in the construction industry and he is a licensed engineer in two states. Charlie has managed contracts valued in excess of $100 million, and he provides consulting services including scheduling, claims analysis, design reviews, risk analysis, delay analysis, construction management, contract administration, engineering, planning, and expert witness testimony. He was previously a Contracting Officer with the Naval Facilities Engineering Command where he became thoroughly knowledgeable in the use of the Federal Acquisition Regulations (FAR).
