Jeffrey E. Fuchs, PE, CPA presented “Smart-Money Guide to the RP/FSA: The Least Cost Way to Achieve Good-Faith Compliance” a paper that “provides guidance on the least cost way to achieve good-faith compliance with the recommendations, along with a reasoned phased compliance approach from the early settlement work product through final expert testimony.”  To view the pdf click here.

Tong Zhao, Ph.D., P.E. and J. Mark Dungan, presented their paper, “Proving Engineering Productivity Loss,” at the annual Association for the Advancement of Cost Engineering International (“AACEi”) meeting July 8-11, 2012.  Their paper presents a series of procedures based on the measured mile/baseline method to quantify engineering productivity loss from a project specific perspective.  A case study on the piping discipline in a large scale process plant project is used to illustrate the calculation.  The paper also includes a proposed approach, the Two Mile Method, to quantify engineering productivity loss using data for similar work but different complexity.  To view the pdf click here.

Charles Heckman, PE joins Delta as a Senior Manager in our Orland Metropolitan area office.  He has over twenty years of experience in the construction industry and he is a licensed engineer in two states.  Charlie has managed contracts valued in excess of $100 million, and he provides consulting services including scheduling, claims analysis, design reviews, risk analysis, delay analysis, construction management, contract administration, engineering, planning, and expert witness testimony.  He was previously a Contracting Officer with the Naval Facilities Engineering Command where he became thoroughly knowledgeable in the use of the Federal Acquisition Regulations (FAR).

John Koplaski, PE, CCM, LEED AP, joins Delta as Vice President in our Washington, DC Metropolitan office.  John has over 25 years experience in design and construction with Architectural/Engineering and Construction Management firms.  His background includes construction project and program management, with expertise in CPM scheduling and delay analysis, cost analysis, and design/constructibility reviews.  He has provided expert witness, analysis, and consulting services in the areas of scheduling, delays, design, and project/construction management.

Delta continues to expand our international practice; recently adding four new projects in Latin America.  These projects include significant consulting work in oil and gas and hydro-electric projects in Panama and Venezuela.

ABA Construction Accounting Book - In the ABA book, Construction Accounting, A Guide for Attorneys & Other Professionals, Jeffrey Fuchs (Delta) and Jay Bernstein (General Services Administration) co-authored Chapter 3, What Sureties and Owners Look for in Contractors' Financial Statements.  Their chapter focues on "The Three Cs" - Assessing the Contractor's Capital - Assessing the Contractor's Capacity - Assessing the Contractor's Character Assisting Fuchs and Bernstein with Chapter 3 were Kathleen Horgan (Delta) and Jeanetter Woodcock (Woodcock & Associates).
