Delta Consulting Group’s team of project managers, construction specialists, accountants, and claims consultants were retained by one of the country's largest Sureties to handle the completion of a major troubled, mixed use, residential/commercial project.  The construction project consisted of the renovation of high-rise and low-rise buildings, including 714 residential units as well as ground floor commercial space. There were 385 public housing apartment units in a triple winged ten story high rise “Tower.”  The lower levels of this structure were renovated to accommodate commercial and community space. The low-rise buildings consisted of seven four story “Garden” style apartment buildings with a total of 329 residential units. The project scope included the renovation of the site work for the 27 acre project along with two swimming pools, paved parking, open areas and playgrounds.  The work was performed in strict conformance with the various Washington, DC housing authorities, U.S. Department of Housing and Urban Development, Davis Bacon Act and the Washington, DC Department of Consumer and Regulatory Affairs regulations.

Delta provided its Client with a timely and accurate cost to complete and exposure analysis along with consultation on the most cost effective completion strategy.  The team engaged a completion contractor, promptly analyzed the outstanding subcontractor and vendor payables and recommended payments that resulted in the subcontractors completing their work scope.  In addition to managing the overall completion program, Delta’s staff provided litigation support in the preparation of affirmative claims as well as defending the Client against claims from the owner.  Additionally, Delta’s accountants were called upon to reconcile the actual cost of this cost-plus contract.

The construction was completed in time to house several families displaced by hurricane Katrina.
