His expertise includes schedule delay analysis, forensic accounting, damage calculations, productivity studies, forensic engineering, litigation support, and analysis of contractor claims. As an engineer, Brian has experience preparing design documents for approval and approving design documents submitted for approval for local, state and federal agencies. Brian combines his experience as a project engineer with his hands-on construction experience to provide clients with a broad perspective on complex construction projects both domestically and internationally.

Selected Project Experience

  • Prepared a $386 million direct and consequential damage claim for an international power generating company resulting from the failure of a headrace tunnel which was part of a hydroelectric generating facility in Central America.
  • Prepared a $100+ million multi-disciplined design/engineering productivity loss claim utilizing a measured mile methodology related to a $500 million liquefied natural gas (LNG) project in the Middle East.
  • Prepared a report for a REIT detailing $6.5 million of construction cost overruns related to 18 separate projects, across Florida, Louisiana, Texas and New York, which were acquired in various stages of completion. Prepared a separate rebuttal report addressing $2.3 million of counter claims alleged by the seller of the 18 projects.
  • Reviewed contemporaneous documentation related to change orders and claims for 15 separate $100+ million EPC energy and oil & gas projects to assess whether an SEC registrant properly recorded and recognized revenue in accordance with generally accepted accounting principles (GAAP).
  • Reviewed a contractor's claim for possible False Claim Act (FCA) violations related to scope and time impacts associated with a $100+ million airport expansion project in Southeastern United States prior to submission to the governmental agency.
  • Prepared damage calculations for a contractor resulting from disruption and scope impacts experienced during construction of a $466 million hospital expansion in the Midwestern United States.
  • Prepared a Time Impact Analysis of changes to the critical path of a $35 million school modernization project to analyze a contractor's request for additional time.
  • Prepared a schedule analysis on a $15 million Florida low income housing project that illustrated contractor delays caused by owner and designer related issues.
  • Prepared a schedule analysis on a $100 million U.S. Interstate realignment project to analyze the contractor's request for time extension and equitable adjustment.
  • Prepared a schedule analysis on a $10 million highway and associated utility project that illustrated contractor delays caused by owner and designer related issues.
